Fresh capital converts problems from chronic to urgent. But the whole market saw the announcement, so the winner is the one who says something specific a week later, not the one who says congratulations first.
A company in your ICP announces a seed, Series A or B round.
Days 7-45 after announcement. Day-one congratulations are spam signals now; the buying window opens when the hiring plan lands.
The round is real (Companies House / press verified), the company fits your strict qualifier, and the money maps to the problem you solve.
Not congratulations. A specific observation about what the raise makes urgent, and one question about how they plan to handle it.
One hypothesis: "raised to scale X, which usually breaks Y first." Under 80 words, no exclamation marks, evidence attached for the approver.
